Did the factory forget to do something?

So I had a chance with the "new" Envoy yesterday to work on my list of repairs. I love forums like this, saves so much time since I don't have to figure out how to take things apart. I Replaced drivers door check strap, fixed overhead vent, replaced rear hvac actuator, and put new screws back in to hold the radio and HVAC controller in the dash.

My biggest project was removing the center console because A. it was broken at a number of plastic "weld" joints and B. I couldn't get air to flow through the upper vents that point to the second row seats. I used a plastic epoxy at all the joints and it seems to be holding up so far. I also found out why air couldn't get to the upper vents, which was really weird. Here is a pic of the part. The tube that directs air flow to the upper vents connects to this where I circled. What you see inside is not the blend door. It's like the factory forgot to cut out the middle. I cut that part out, reinstalled and bingo! The vents work now like they should.

Or it was built wrong at the factory using a part that was in the wrong bin from the subcon. Monday morning builds were reported to be of lesser (hangover) quality elsewhere in the auto industry.
