Inside brake pad dragging on rotor

I've noticed my gas mileage is considerably low. Atleast compared to what it use to be. But, I noticed when I jack up the truck and spin the wheel it stops pretty quick and I can hear it dragging. I took the caliper off to find my rotor is grooved and my pad is pretty shot too. I noticed it's VERY difficult to move the pad back and fourth on the hardware on the caliper bracket. I decompressed the caliper which seems a little difficult than usual. But what's causing this? The hardware not allowing the pad to slide? Thanks,

I think the fix for this type of behavior is to make sure the slide pins are well lubricated and the rubber boots on the inside end (of the slide pin) are in tact. The caliper should "float" freely in the assembly.
 
I had the same problem with my '03. The inside pads on all four wheels wore down to the rotors in less than 20k miles. The outer pads were like new.
After changing pads, rotors and greasing the pins, I've had no problems. So far.

that's probably what I need to do but the main thing I'm noticing is the pad won't move from the metal guides it's sitting in.

Pry them out with a big screwdriver ot tap out with a hammer. It just fits in the there, the harware must be bent because you're now metal on metal
